Isn't the person in charge of Seneca Housing a partner in many of the area's poor rental property? If the money is going to landlords, I hope this doesn't create an opportunity for a conflict of interest.

better yet, cross reference staff of Seneca Housing with some of Seneca County's more notable landlords.

Is that the same McDonald of local 'rent-to-own' fame ?

From the web site it says their goal is "To help make your housing more affordable by paying a portion of your monthly rent or mortgage on decent, safe and sanitary living units."
