As far as I know, with the exception of the Town of Seneca Falls, there has been little or no PUBLIC discussion of either the impacts of the State aid cuts or the loss in sales tax, occupancy tax, and casino money on Seneca County, its Towns and Villages or any of the School Districts.

And the public needs to know. Admittedly, getting the word out with board meetings on webex or zoom or simply closed to the public is a challenge.

But the lack of agendas and notices as well as timely minutes, including reports and resolutions, on almost every Town or Village website is making the problem worse.

The public needs to demand better financial planning and communication.

Here is some additional information on Seneca County income:

The BOS and county management need to begin managing the loss of income, including possible rebudgeting expenses and revenue.

The County has lost 75% of its general fund revenue since sometime in February. Basically, all the Non-Property Tax revenue stopped and that is most of the County’s income.
Seneca County’s General Fund Revenue is budgeted at: $41,017,694.11. Of that amount, $11,354,000.00 was from the Real Property Tax, most of which was collected before the shutdown.

The balance, $29,443,138.11 , comes from Non-property Tax receipts.

Non-property tax income includes:

SALES & USE TAX $26,400,000.00
HOTEL & MOTEL TAX $508,138.11
CASINO GAMING REVENUE $2,500,000.00
OTB SURTAX $35,000.00


All the non-property tax income has reduced or stopped since sometime in February or March.

The BOS should be getting monthly reports, since January, as well as YTD reports. And the income and expense reports should show at least 2 prior years, so the BOS can figure out how income and expenses have changed both from budget projections and from history.

Monthly financial reports are required both by state and local law……and are absolutely critical at this time.

If the county does not adjust spending to reflect income (as all of the residents have had to do) the county is going to come out at the other end in very bad shape.

WASHINGTON — New York state said Thursday that it needs at least an additional $60 billion in direct federal funding along with millions of dollars more from Medicaid and FEMA formula changes in the next coronavirus aid package being crafted in Congress.

New York’s massive request, which is part of the National Governors Association’s bid for $500 billion for all states and territories, would be spread over three fiscal years, unrestricted and could be used for revenue shortfalls, according to the association.

“To ensure New Yorkers continue to have full access to essential services and the strong economic foundation they support, we have joined 49 other states and the territories in requesting $500 billion in unrestricted funding,” said New York Division of Budget spokesman Freeman Klopott. Up to $60 billion of the funds would be for New York, he said.

So, basically, these reports will not be available to the public PRIOR TO or AT the meeting, since the public cannot attend.

This appears to be yet another violation of the Public Officers Law (§ 103[e]).

Steve, nothing much surprises me any more, but county taxpayers are paying a county attorney who should be advising the board and staff and making sure the law is followed.

I wonder if he reviewed the agenda before it was posted??? And if he will step in to make sure the Law is followed on Tuesday???

Perhaps the Committee item could have been written better but the Reports are still being worked on and are not complete. They will be made public upon completion. The Board of Supervisors is not being asked to take any action on May 26. The County welcomes all eyes on the Reports upon completion.

The Board met on May 26 and all matters that passed a Committe vote were considered and voted on by the Full Board. This was properly noticed and acted upon.

Not questioning whether the May 26th meeting was properly noticed and acted upon.

Board schedule was Board Meetings on the second Tuesday of the month, and is listed in your annual schedule to that one would have been on 6/9/2020. But no meeting agenda or announcement, or notice of cancellation, or notice of such in the 5/26 draft Board minutes.

So. A scheduled secret non-public meeting then?

Also, please review the video for the 5/26 Board meeting. You'll note that while the presenter audio is good and clear, the audio for Supervisors and staff is not. Much of the meeting cannot be heard.

Please fix that for next time, so that the public can actually have an understanding of what their representatives and tax-paid public servants are saying. Especially in Committee meetings.

Just realized I did not share the Finance Director's 2019 Annual Financial Report on the fiscal condition of the County. It was posted on the county website prior to the May 26 meeting. It does not include enterprise funds (Water and Sewer and Airport) or Capital Project funds.
