Local officials will be largely responsible for monitoring hospitalization rates and the communication between various county governments. “It won’t be a county-by-county reopening. There is no county-by-county reopening,” he said.
The region will be responsible for slowing the reopening of the economy if certain measures are being exceeded too quickly. In two weeks, the region will be able to consider if it can enter ‘Phase II’.
“You can’t overwhelm your hospitals, because then people die,” Cuomo said. “You watch the dials and coordinate that locally.” First phase of reopening includes construction, manufacturing, and select retail.
The second phase includes professional services, retail, real estate, and finance. Restaurants and hotels are part of the third phase.
It means that restaurants will likely not be able to reopen until mid-June.

According to data from the Texas Department of State Health Services, 1,179 new cases were reported on Tuesday, bringing the total number of confirmed cases in the Lone Star State to 41,048.
Since Gov. Greg Abbott (R) allowed some businesses to resume operations on May 1, Texas has only been below 1,000 new cases per day twice — on May 4 and May 7.
On Tuesday, Anthony Fauci, one of the nation's top public health officials, appeared before the Senate Health Committee and warned that states who reopen their economies too quickly could see new outbreaks of the disease that could result in “needless suffering and death.”
“The consequences could be really serious,” Fauci, the director of the National Institute of Allergy and Infectious Diseases, told the committee.
Fauci stressed that states follow the reopening guidelines released by the White House, specifically citing that states should see a 14-day consecutive decline in daily new COVID-19 cases before beginning to reopen. Texas has failed to reach that benchmark.

Several Denny’s locations have shut down across the region.
According to state filings 187 employees will be impacted by the move.
Locations in Auburn, Canandaigua, Geneva, Greece, Henrietta, and Geneseo have been shut down.
Reporting out of the Syracuse-area points to the closures being permanent. Company officials blamed lease agreements and the pandemic.
Specifically, the Geneva location had 28 employees, the Canandaigua location had 33 employees, and the Geneseo site had 30. The Rochester-area locations in Greece and Henrietta each had more than 40 employees.
