If by "qualified" you mean the paperwork and credentials, then, yes, the post usually titled Assistant Superintendent for Curriculum is qualified. To be clear, GSCD refers to this post as the Office of School Improvement and Accountability. If you look at the trend of scores during his time on the job, I'm not sure you'd run out to recruit him, but it looks like he has a lock on the position.
