WASHINGTON — Secretary of State Rex Tillerson was on the verge of resigning this past summer amid mounting policy disputes and clashes with the White House, according to multiple senior administration officials who were aware of the situation at the time.

The tensions came to a head around the time President Donald Trump delivered a politicized speech in late July to the Boy Scouts of America, an organization Tillerson once led, the officials said.

Just days earlier, Tillerson had openly disparaged the president, referring to him as a “moron,” after a July 20 meeting at the Pentagon with members of Trump’s national security team and Cabinet officials, according to three officials familiar with the incident.

While it's unclear if he was aware of the incident, Vice President Mike Pence counseled Tillerson, who is fourth in line to the presidency, on ways to ease tensions with Trump, and other top administration officials urged him to remain in the job at least until the end of the year, officials said.

Officials said that the administration, beset then by a series of high-level firings and resignations, would have struggled to manage the fallout from a Cabinet secretary of his stature departing within the first year of Trump’s presidency.


Pence has since spoken to Tillerson about being respectful of the president in meetings and in public, urging that any disagreements be sorted out privately, a White House official said. The official said progress has since been made.

Yet the disputes have not abated. This weekend, tensions spilled out into the open once again when the president seemed to publicly chide Tillerson on his handling of the crisis with North Korea.

NBC News spoke with a dozen current and former senior administration officials for this article, as well as others who are close to the president.

Tillerson, who was in Texas for his son’s wedding in late July when Trump addressed the Boy Scouts, had threatened not to return to Washington, according to three people with direct knowledge of the threats. His discussions with retired Gen. John Kelly, who would soon be named Trump’s second chief of staff, and Defense Secretary James Mattis, helped initially to reassure him, four people with direct knowledge of the exchanges said.

If Secretary of State Rex Tillerson resigned, how would anyone know?

Even before his unusual apology speech Wednesday morning, he had become the nation’s least influential top diplomat in recent memory. His relationship with the president of the United States is strained at best, he has no philosophy or signature initiative, he has barely staffed his own department, and he’s alienated the foreign service. The former CEO of ExxonMobil has taken one of the power positions in the U.S. government and made it an afterthought.

Who knows the truth of the NBC story that he was close to quitting last summer over clashes with President Donald Trump? But Tillerson’s press availability on Wednesday swearing his loyalty to the president is not the sort of thing loyalists usually have to do.

The secretary of state dodged questions about whether he had, indeed, as NBC reported, called Trump a “moron” — almost certainly the first time in U.S. history a Cabinet official has been asked about personally insulting the president he works for and apparently not been able, in good conscience, to deny it.

At his appearance, Tillerson issued a stilted endorsement of the president’s “America First” agenda that felt as if it had been written by someone else or was the product of an internal negotiation. Per Tillerson, Trump’s platform “has given voice to millions who felt completely abandoned by the political status quo and who felt their interests came second to those of other countries” and seeks to “break the mold of what people traditionally think is achievable on behalf of our country.”

If Tillerson is on board for this program, it’s hard to see how his tenure has helped achieve it.

Tillerson doesn’t have an easy job, obviously. He works for a mercurial and bombastic boss who has a well-developed skill for humiliating his underlings. Even a practiced and slick diplomat — even Henry Kissinger, heck, even Cardinal Richelieu — would find the circumstances trying. But Tillerson is at sea.

An explosive—and thus far largely unsubstantiated—dossier containing various allegations about President Donald Trump’s links to Russia is now being investigated by special counsel Robert Mueller, according to a Reuters report on Wednesday. Compiled by former British intelligence agent Christopher Steele, the dossier has previously been the subject of inquiries from the FBI.

The news of Mueller’s team assuming control of the dossier came just hours after the Senate intelligence committee said it had “hit a wall” in its own probe into claims put forward in the dossier. Specifically, Chairman Richard Burr said the committee had been frustrated in its efforts to interview Steele and “cannot decide the credibility” of the dossier without discovering its sources and who paid for it. Steele has largely gone into hiding since the contents of the dossier were made public.

The dossier was prepared by Steele on behalf of research firm Fusion GPS, reportedly after being paid to do so first by Republicans and then Democrats during the 2016 election campaign. The founder of Fusion GPS, Glenn Simpson, was interviewed behind closed doors by the Senate Judiciary Committee—ostensibly over Republican allegations that Simpson worked on behalf of lobbyists for the Russian government.

Following the hearing, Simpson’s lawyer said his client told Congress that Fusion GPS is “proud of the work it has conducted and stands by it.”

The dossier contained allegations of collusion between Trump aides and Russian operatives during the 2016 election. It also alleges that the Russian government has incriminating information on the president that could make him susceptible to blackmail. Notably, it claims that Russia possesses a videotape featuring Trump getting prostitutes to urinate on a bed in a Moscow hotel room in which former President Barack Obama once stayed with first lady Michelle Obama. The allegation has earned the findings the nickname “the pee tape dossier,” or the “golden shower dossier.”

Those and other claims remain largely unverified and have been vehemently denied by Trump, who told The New York Times last month that it was “made-up stuff.” On Tuesday, three Russian investors filed a lawsuit in Washington claiming their reputations had been damaged by the dossier.

But its being taken up by the special counsel is just the latest sign that it is being taken at least somewhat seriously by investigators. After acquiring the dossier last year, both then President Obama and President-elect Trump were briefed about it by U.S. intelligence officials in December. It was published by Buzzfeed News in January.

Members of Special Counsel Robert Mueller’s team traveled to interview the former British intelligence officer who authored a dossier alleging collusion between the Trump campaign and Russia, a source close to the ex-spy tells NBC News.

Few other details were forthcoming about the interview, but Mueller’s interest in Christopher Steele puts a new focus on the 35-page dossier he compiled, which includes salacious sexual allegations that then-president-elect Donald Trump denied. CNN first reported Thursday that the interview with Mueller’s team and Steele took place.

Sen. Richard Burr, the chairman of the Senate intelligence committee, said this week that "we have been incredibly enlightened in our ability to rebuild backwards the Steele dossier up to a certain date." Two committee sources told NBC News the intelligence committee has verified part of the dossier, but they won't say which parts.

U.S. officials have said that the FBI also has verified aspects of the dossier. It’s unclear what those are.

But some claims in the dossier seem to line up with known facts.
