Do you realize how much of Manhattan is built on old garbage dumps ? Nobody knows more about living with a landfill or dealing with trash than New York city.

let individuals burying their own trash in their own yard

think of all the gas it will save trucking the NYC trash to this area

Ship the trash to New Orleans. Build it up until it's above sea level.
