Broome pays convicted sex offender $6,500 to settle a lawsuit

Broome County has paid a convicted sex offender $6,500 to settle a lawsuit accusing two corrections officers of subjecting him to excessive force in 2010.

The county made the payment in March following a settlement agreement reached Jan. 12, according to records recently obtained under the state Freedom of Information Law.

Former Broome County Correctional Facility inmate Clarence Artis alleged in a federal lawsuit that corrections officer Joseph Jellick stomped on his back and Adam Valls bent his thumb back, punched him and kicked him on March 15, 2010, while transferring him from the county jail to a state prison.

“It is Broome County’s position that the alleged use of force is unsubstantiated and that officers Valls and Jellick acted within the law,” Broome County Attorney Robert Behnke said in a statement. “The county reached a very minimal settlement with Mr. Artis to avoid a costly and time-consuming trial.”

Artis, 47, is currently serving a maximum sentence of 20 years at Upstate Correctional Facility in Franklin County.

A Broome County jury convicted Artis of first-degree criminal sexual act in 2009 after prosecutors said he engaged in sexual conduct with a 7-year-old girl in his Town of Dickinson residence.

Now just maybe he can purchase a blow up doll to play with. JMO

The whole issue is a joke. They should of broken both arms and legs.
