STATEN ISLAND, N.Y. -- New York State spends the most money on public education in the United States, according to a new study.
Heytutor.com ranked how much each state invests on its students in public schools -- and New York State ranked first. New York spent a total of $23,091 per public school student in 2017 -- which means it spends $62.62 billion on all students in public education across the state.
And as I've previously posted (more than once) on this thread, NY state consistently places at or near the top of the heap for career placement in secondary and advance education.
So, you obviously get what you pay for.

Rochester, N.Y. (WHAM) - Nineteen days before the Christmas holiday, the Rochester City School District began laying off dozens of its employees to make up for a budget deficit.
The cuts come as Superintendent Terry Dade tries to find a solution to fill a $30 million budget gap before it climbs to $64 million at the end of the school year.
On Thursday, members of the Rochester Teachers' Association rallied outside of the district office. They said 152 teachers with RCSD will likely learn whether their jobs are being kept or cut Friday.

One thing's clear... the shortfall is primarily a result of a lack of qualified FULL TIME, NON-SUBSTITUTE candidate teachers. The complete OPPOSITE of what you're implying.
