Because it is only a matter of time before NY will have to do something,it is a bigger problem than you realize.
VM,NYS Conservationist April 2012,has an article on this subject.
they quote the NY Times, cats kill more than one billion small mammals and about one billion birds each year nationwide, also that fox,fishers,mink,coyote,owl and hawks might eat your cat.

Dogs running deer isn't just an issue of threatened wildlife. A dog that runs deer will soon discover that domestic stock is much easier to catch.
Will, sometimes, but not necessarily. Picking up a steak at the market is easier than hunting, but some people prefer venison, and I'm sure some dogs prefer venison, not to mention that dogs actually like to chase; they're dogs, after all. And don't forget the "catchability" of fawns and old deer, and wounded or sick ones.
By your logic, dogs that run deer will eventually turn to the neighbor's 3 year old, just because it's easier.
A dog running loose is a far greater danger to wildlife, domestic stock and people.
Greater than what? Than the awful danger to wildlife than cats represent?
All animals should to be under their owners control at all times.
That's what I said a very good case could be made for, regarding cats. All of our animals are controlled.

The article says" domestic cats have had documented impacts on 254 species of threatened,near threatened and extinct bird species worldwide. Look up and see what cats have done in Australia.

There are a number of warnings state wide that coyote are getting bolder and comming into cities and towns and cats are their favorite prey
Small dogs and CHILDREN should be watched closely if coyote are known to be in the area, which they are in great numbers.

Have you ever lived in Tupper Lake, I am from that town, I have seen them and Bear run in our town all my life! to me, it's no big deal! If you leave them alone they will do the same. (most times).... we are getting way off of why this post was posted!!

Coyotes and hawks have killed some of my cats, and some have been roaderized. I started with one named "Zero"; the present one (my Lady has 11) is named "Fourteen". I learned my lesson, though, finally; 14 is now going on twenty years, and he's safely confined.

I was never so impressed with the predatory abilities of the cat until, coming home late one night, I opened the back door, and Zero dashed by my leg and ran in. By the time I'd found the light switch, there'd been a major commotion in the middle of the kitchen. With the light now on, I saw him nail a rat, which had momentarily escaped from him, and kill it in a second. They don't play with them; they're mortal enemies.
Rodents eat about 20% of the world's food supply, and spread disease, so cats aren't just useless, mooching fur balls. Well, 14 is pretty furry; when he finally goes, assuming I can outlast him, I'm considering making a hat. Meanwhile, he looks very decorative beside my keyboard.

I have heard a rumor about who the suspect's might be..As I say "rumor'!! Why have I not heard of any arrests? I hope the shootings have stopped!
