State worker in Ithaca charged with working out while on the clock
A recently retired Ithaca man who was working for a maligned state agency was charged with four felonies after an investigation by the state inspector general found he was going to the gym instead of checking in on his clients.
Authorities allege that Jeffrey Bieder, a social worker who worked for the state Office for People with Developmental Disabilities before retiring in September, was at the City Health Club in Ithaca 299 times while he was supposed to be working in 2008 and 2009, costing the state $8,626.77.
In one case, according to the New York State Inspector General, Bieder indicated in a form that a particular woman under his care was “in good spirits, and has a positive attitude” when he had checked in to the gym 19 minutes after leaving his office to visit the client. The woman died later that day.
Bieder was arraigned in the Town of Dryden and is due back in court tomorrow. He faces charges of third-degree grand larceny defrauding the government, offering a false instrument for filing and falsifying business records.

The cheating on time is common in this system. The cover up of abuse is also very common.

Former Ithaca Social Worker Admits Fraud
ITHACA -- An Ithaca man has admitted to falsifying work records while formerly employed as a social worker for the state Office for People with Developmental Disabilities.
Jeffrey Bieder, 58, pleaded guilty to first-degree falsifying business records, a Class E felony, Thursday in Tompkins County Court. The crime carries a penalty of up to four years in prison, and prosecutors recommended Bieder be sentenced to 30 days in jail, a three-year conditional discharge and pay restitution of $8,300 to OWPDD.
The restitution amount has been placed into the escrow account of Bieder's attorney to be paid to OWPDD, according to testimony.
As a master social worker 1 for the OWPDD, Bieder was responsible for monthly family care visits to the developmentally disabled, according to court papers, but from 2008 to 2009, he was working out instead of working and falsifying work documents, including time sheets, to cover it up.
While admitting to falsifying the time sheets, Bieder repeated in court that there had been "mitigating circumstances." Judge John Rowley told Bieder that those issues would be dealt with at his sentencing, which is scheduled for Feb. 2. Bieder is free on his own recognizance.
