I have a Dell Optiplex GS 270 and the darn thing will not fire up. The power button,when pushed,flashes amber,and there it sits, quiet as a mouse. The only thing that was changed was a tv out vid. card, and more memory.The unit worked fine since I changed those areas, but all of a sudden I go and look at the machine to use it,(we keep it on all the time)and thats when I saw the light blinking. I first thought it went into hibernation, but as I recall, the power management was set to not turn anything off, as in monitor, hard drive, etc. My thoughts lead to possibly being the power supply. Anyone think that I am on the right trail, or could it be something totally different. Thank you for any ideas on this.

Sounds like you might try reseating the components you just popped in. Maybe one is askew......

If thats all you get when first turn it on, can you hear the fans or the HD spinning up?
No beeps?
I would pull the new memory out and retry with the old.

Also found that there was a problem with capacitors on the MB.
You can visually check them for swelling and bulging tops.

ZGL: I took all the boards and memory out and re-seated them: same song after that. Ovidian: There is no sound what so ever, no fan, hd sound,no beeps just pushed the button and it starts blinking. I did take out the stuff I added, and tried it, still winkin blinkin and nod !! I did read about the caps being funky, and about those models having issues with the mo bo or power supply. I guess I have to get a magnifying glass out to look at each capicators. Another Monday morning headache. I will poke and hope !!

If you have a spare PS that is known to be good, that would be a quick check to confirm/eliminate it. You don't need to actually install it to test.

Ovidian: I checked the info out, and I bypassed the switch, then I then removed the switch all together, and still no go. I did read where you may have to go in the set up to change in there, but as you know the computer does not even get that far. I did look at all the capicitors and they were all good looking. I am going to try to find a powewr supply and see from there. Thanks !! Any more ideas, feel free to throw them out there.

As others have stated; if you have reseated all the components and the capacitors look OK you are down to two likely options:
1) bad PS -- pretty common;
2) bad MOBO; unfortunately also common but hopefully not the culprit as these are generally a little more than PS...

Bad, or improperly seated, RAM can cause this problem also.

Sometimes you can tell if the power supply has failed is if the cooling fans are not turning.

It sure sounds like your power supply to me. Pretty easy to fix, actually for I think about 30 -$40.00. All you're really doing is unplugging the old power supply, removing it and replacing with the new one.
